exhaust full of steel wool!!!

Got home today from a mates joint, walked around me car and found a big bit of steel wool hanging out of me exhaust. Scourers actually. At first i cut sick cause i thought some local punks had stuffed it in there, but after investigating further irealised that the whole exhaust was full of em, on both sides. Had to get a bit of wire and pull them all out, was fucking heaps of em. After pulling them out didn t notice much difference, a little bit louder maybe, but fuck all of differnce. All i can think of is that the dealership i bought it at or who ever brought it over did it for compliance reasons, not sure what though. Any one have any ideas why some one would do that????????????????
