kevlar is the stuff that they make bullet proof vest,s out of it etc very strong

Yes but you can get a composite material which combines the 2

Kinda like Alloy is a composite of different metals or steels

Exactly, looks like carbon kevlar to me. (Yellow strands would be the kevlar part of the composite)

any decent cnc machinist can do that,most would have a word program anyhow be piece of piss for them to do
